A scheduled job that quietly did nothing is no longer recorded as having succeeded

Two endpoints that run scheduled work let unauthorized callers through whenever their security key was missing from the server — one skipped the check entirely, the other could be satisfied by guessing. The key is in fact missing in production, so both were open. They now refuse every request when it is not configured.

The endpoint reporting how many invitations are pending or expired had no authentication at all and answered anyone who asked. It now requires the same authorization as the task it reports on.
